Résumé : | This article provides a case study of how the Swiss Skating Federation (SIS) has gradually integrated the training policy enacted by the government through the umbrella sport organization, Swiss Olympic. Based on the literature related to the professionalization and self-regulation of federations to government injunctions, this study focuses on the dimensions of professionalization submitted to the adaptation of SIS to training policy. This analysis is done using a managerial approach through the McKinseys 7S model. The study then expands the analysis of SIS stakeholders in order to highlight the difficulties encountered by SIS in the implementation of the training policy. The interviews carried out and the analysis of the documentation show how the training policy aimed at guaranteeing the unity of national sport monitoring has become one of the main strategic concerns of SIS, leading to significant changes in its structures and staff, but also in terms of leadership style. The main difficulties encountered by SIS are linked to the reconciliation of the different logics of sports practice and the coordination of several stakeholders. This study is of interest beyond the Swiss context, in particular for understanding the evolution of sports federations in relation to government policies. |
